シビリアンな国防省
今週からいよいよキャンベラに乗り込む。
ミクロネシア海上保安事業推進のための豪州政府との調整である。
特に、ミクロネシア３国を始め太平洋島嶼国にPacific Patrol Boat Programを展開する豪州海軍、Royal Australian Navyとの関係強化が目的。
既に強固なネットワークを構築している豪州国境警備局の紹介で国防省担当者にメールを入れた。International Policy DivisionのPacific, Middle East and Operations Policy である。
「海軍？、私たち国防省の"Civilian Part"ですけど。PPBPは私たちの担当です。」
だって、PPBPの現地スタッフは海軍じゃないか。とつぶやきつつもCivilian Partって何ですか？と素直に聞いてみた。アポ取りも貴重な情報収集活動。
直ぐに丁寧な回答がいただけた。
International Policy Division provides strategic level policy advice to Government on the central issues of Australia¡¯s Defence policy, including international Defence relations and ADF operations.
The role of International Policy (IP) Division is to:
- Provide advice to the Minister, Secretary and the CDF, the Services and Defence Groups on international policy issues;
- Manage Defence's international relationships and the Defence Cooperation Program;
- Provide policy guidance for ADF operations and international defence activities; and
- Manage Defence representation overseas.
In addition, the Division manages Australia's Overseas Defence Attach¨￤s and Advisers who between them are accredited to over 50 countries and International Organisations.
海軍が太平洋地域の市民を対象に行動をする。
米国ならPosse Comitatus Act.で不可能ではないか？。少なくとも一義的にはUSCGのはずだ。だからShip Riders AgreementをUSCGがやっている。
英国ならマンスフィールドドクトリンでクリアか。
豪州は国防省のシビリアンパートが一義的な担当になることで、軍隊の市民分野への活動を許可している、ということかもしれない。
日本の防衛省では「内部部局」の「防衛政策局」か？守屋さんがいたところだ。
Commodore Jack McCaffrieによれば豪州では海軍が軍事、法執行権、そして外交権まで持っているそうだ。
ところで、彼らのトップは"ジャクリーン"、女性である。
