PALM 2012 - Ocean Diplomacy

Ministry of Foreign Affairs press released recommendations for next Pacific Islands Leaders Summit in Japan.

Notably they included "Ocean Diplomacy" as top priority as well as "Cooperation with US".

This two elements may give this summit new direction, as I believe.

I had been given an opportunity by Mr Sasakawa, Chairman of the Nippon Foundation, to make a submission to the Ministry of Foreign Affairs.

I have suggested:

1) Invite US who make clear their commitment and engagement to the Pacific

2) Japan need to take responsibility for Pacific Ocean where we heavily rely on.

3) Special scholarship for Pacific Islanders to study in Okinawa who already have contact with PICs Colleges and Universities

Recommendation also include special scholarship.
