アマルティア・センのブログはどの項目に書くか迷ったが、開発学が新渡戸、矢内原にも通じるのと何よりも、この３名はアダム・スミスを基盤に論を展開しているので、ここに書くことにした。
ジェフリー・サックスがビルゲイツに辛辣に批判されているのを偶々知って、この批判を少し追っていたら、アマルティア・センの"The Man Without a Plan" (2006)というペーパーに出会った。

ジェフリー・サックスを激しく批判する William Easterlyを擁護する内容だ。 EasterlyはPlannerではなくSearcherを支持する。前者がサックスというわけだ。 で、この両者はどう違うのか？
PLANNERS
• Announce good intentions but don't motivate anyone to carry them out;
• Raise expectations but take no responsibility for meeting them;
• Determine what to supply;
• Apply global blueprints;
• Lack knowledge of the bottom;
• Never hear whether the planned got what it needed;
SEARCHERS
• Find things that work and get some reward
• Accept responsibility for their actions
• Find out what is in demand
• Adapt to local conditions
• Find out what the reality is at the bottom
• Find out whether the customer is satisfied.
但しセンはPlannerにも良いところかある、と。加えてWilliam Easterlyはいいこと書いているんだけど、相手を批判するからせっかくの良い指摘を読んでもらえない、と批判もしている。 William Easterlyに大人になれ、って言っているようだ。Easterlyは今58才。センがこのペーパーを書いたのが10年前だから48才の時。まだまだ気炎を上げる年齢でしょうか。 しかもセンはEasterlyが書いた "The White Man's Burden: Why the West's Efforts to Aid the Rest Have Done So Much Ill and So Little Good"を指して援助国には日本も入っているからWhite Manじゃないよ、とか言ってる。これってジョークなんだろうか？ アマルティア・センは日本に関心があるんだろうな、と想像している。
誰か後藤新平や新渡戸のことを教えてあげただろうか？後藤新平はそうでないとしても、新渡戸はアダム・スミスなのよ。で、新渡戸の言論は戦後弟子達に改竄されたかもしれないが、その流れはきっと続いている。それだけは伝えたい。
