3月27日から4月7日に開催されるBBNJ準備会合に向けた太平洋島嶼国のワークショップが3月13−14日フィジーで開催された。

太平洋の伝統的知識と文化価値が重要である。
customary rights of Pacific Island communitiesが新たに決まる協定の協議に含まれ守れられなければならない。
とあるが、太平洋島嶼国の伝統や文化はおよそBBNJとは関係ない。これは単なる政治的レトリックである。メガ海洋保護区の議論と全く同じである。
しかし、そんな身も蓋もない事を言っても太平洋島嶼国は納得しないであろう。
主権国家として面子と海洋国家として面子を立ててあげなければならない。例え、そのEEZさえ管理も開発もできていないとしても。
来年の太平洋島サミットに向けて、日本は海洋問題で積極的に打って出るべきではないだろうか?そうでないとシーシェパードや下記ある、今回のワークショップに参加したグリーンピース、WWF、コンサベーションインターナショナルなどの環境NGOsの餌食になってしまう。(もうなっている)
具体的にはあらゆる海洋分野での人材育成。短期、長期の招聘。奨学金。現地でのワークショップの開催。
水産庁の取締船派遣(シップライダーズ方式で島嶼国法執行官のOJTも含む)。
In her opening remarks, Deputy Secretary General Cristelle Pratt encouraged constructive discussions amongst the group, to collectively build understanding of how a legally binding instrument could be effectively implemented in the Pacific.
“The importance of traditional knowledge to the Pacific cannot be overemphasized. The cultural value of the Ocean and the customary rights of Pacific Island communities must be included and protected in the negotiations for the implementing agreement. Therefore it is critical that the role of traditional knowledge be embedded in the resulting legal instrument, including as it relates to decision-making. This is the only way through which customary approaches that remain vital to our peoples can be preserved within any new dispensation brought about by an international agreement related to genetic marine resources found in areas beyond national jurisdiction.”
