11月27日から開催されているワシントン条約会議。
イワシクジラの件で「また」日本叩きが始まったという。これをどう分析するか？とFBFから聞かれ、ちょっとニュースを追ってみた。
＜イワシクジラを巡るイエロージャーナリズムに見る慰安婦問題の構造＞
酷い!
日本のメディアの怠慢。何も調べていないのではないか？ しかもこの件をセンセーショナルに、煽って書いているのは日本のメディアだけだ。海外のメディアのニュースは見つからない！ ここに慰安婦問題の構造も見えてくる。日本発信の日本叩き。
メディアは何もまともに調べず、感情論優先のNGOの情報を垂れ流す。マグロの水産庁叩きの記事とも同じ構造だ。
＜イワシクジラで騒いでいるのは誰か？＞ そのくらい調べたらどうであろう？ 環境NGOである。 さらに今回の会議に提出されている資料を見ると、このNGOが国家主権を侵害していることが議案に取り上げられている。それほどNGOの干渉、妨害がひどいということであろう。下記に今回の会議に参加したNGOリストをコピペする。80以上の参加だ。メディアはこの件を問題にして取材した方が良い。

＜調査捕鯨の正当性＞
ちゃんと水産庁と外務省が連名でイワシクジラの捕鯨調査の報告をしており、そこにはIWCや海外研究者の参加も書いてある。メディアはこのくらいの資料は探して読まないのだろうか？

水産庁は科学調査のデータも出してる。素人にもわかりやすい。 イワシクジラは北西太平洋に21,612頭いて標本数の100頭は0.46%。 しかも5−9月の５ヶ月の間に90万トンも魚を食べている。 この調査が科学かそうでないか、は誰が決めるのであろう？

＜条約のどこに問題が？＞
白人の環境学者が日本の調査捕鯨が条約違反と言っているのが、ワシントン条約条約第III条第5項(c)。 下記が環境NGO、IFAW（国際動物福祉基金）の主張。 「条約第III条第5項(c)はそのように持ち込まれた（生物種の）標本を『主に商業目的で使用しない』よう明確に定めています。」
国際法を軽視する日本の北太平洋「調査」捕鯨、Thursday, June 15, 2017 より 条約は下記のように書かれている。 第3条 附属書Iに掲げる種の標本の取引に対する規制 五 附属書Iに掲げる種の標本の海からの持込みについては、当該持込みがなされる国の管理当局から事前に証明書の発給 を受けていることを必要とする。
証明書は、次の条件が満たされた場合にのみ発給される。 (c) 当該持込みがなされる国の管理当局が、標本が主として商業的目的のために使用されるものでないと認めること。
英語だと (c) a Management Authority of the State of introduction is satisfied that the specimen is not to be used for primarily commercial purposes.（下線は当方） https://www.cites.org/eng/disc/text.php
最後に日本政府は真っ当なことを言っている。
「日本は、個体数減少を認めつつ資源管理の問題で取引の問題ではないと、セネガルを支持。問題は密漁。前例を出して、附属書にすると闇取引も増える。マグロも含めて、途上国のキャパビルも向上させ、漁業資源管理の法令遵守に務める。」
この後は象牙の議案のようだ。これは昨年アッキーがやってくれたので、イワシクジラより詳しいよ。
