「中国の国家と秘密結社」"The State and Secret Societies in China"

パラオに関与したおかげで、中国のマフィア組織「三合会」に詳しくなってしまった。知れば知るほど奥が深く、引き込まれて行く。情報は・・かなり中国語で公になってる。それは三合会自身によるプロパガンダの部分が多い。そして弱者の味方、民衆の味方として自らの姿を描き出している。

知れば知るほど、三合会(そして関連の組織)が弱者救済システムであることに気付かされる。三合会の学術研究はないと言われたがあるのだ。犯罪研究論文がケンブリッジか、オックスフォード大学のサイトにあった。これは自分の論文を書いている時に気が付いたが、論文を書き終えた頃だったので読んでいない。

私は、日本国内の少女たちの支援活動にほんの少しだけ関わっている。見た目、言葉で語るのは綺麗だが、現実は厳しい。ヤクザ組織が弱者ビジネスをうまく展開し運営できる理由、仕組みがわかってくる。非合法的な動きが必要なのだ。守るべきものは法律ではなく人である。

さてそんな思いを膨らませていた時、ウェブサーチで「中国の国家と秘密結社」という鼎談の記事を見つけた。中国21という雑誌の2002年3月号、特集義和団百年と現在の特集だ。

鼎談者は 東大小島晋治名誉教授、神奈川大学小林一美教授、静岡文化芸術大学孫江助教授の3名で、三合会を含む「秘密結社」と呼ばれている組織が、長年研究されてきたことを含め議論されている。1800年頃からロンドン伝道師教会による研究対象で、現在でも論文が多く出されている事を初めて知った。

小林教授はシチリアのマフィアの歴史が、ローマ、イスラム勢力、キリスト教世界、スペイン系王朝と征服される歴史の中で国民としてのアインデンティティが形成されず、自分達の手で秩序を形成するマフィア組織を作ったことが紹介され、中国も同様に遼、西夏、金、元、清と征服王朝の中で形成されたのが「秘密結社」であるという。これらの支配は専制主義で日本に生まれた封建制度が中国には誕生せしなかった。

小島教授は「秘密結社」という言葉自体は20世紀になって、孫文が使い出した新しい言葉であると。中国では教匪、会匪。宗教を中心に形成された組織。背景には非世襲で在地に根をもたない官僚支配が民衆から税金を取るだけで福祉サービスがなかったため、食えなくなった民衆は移動するしかなかった。その移動した人々のネットワークが「秘密結社」それに比べ日本は侍が領地を世襲支配していたので民衆を食わせるようにして自分達も生き延びた、と。

孫江助教授はこのテーマで博士論文を書かれたらしい。興味深い点は多々あるのだが、最初に秘密結社という言葉を使用したのは、1799年のイギリス領ペナンで、「天地会」という存在であった。その後ロンドン伝道師教会のWilliam Milne (April 1785 – 2 June 1822)が東南アジア華人の三合会を調査。このWilliam Milneも研究を引き継いだモリソンもラッフルズと接点があり、ラッフルズの支援、支持を受けている。ちなみにラッフルズは華僑に好意を持っていなかった。

そして日本も1870年以降、中国大陸に派遣された軍部、外務省が調査を行っている。宗方小太郎、宮崎滔天、平山周は秘密結社に関わっていた。

「秘密結社」という言葉は外部がつけた名前で、現地の認識との違いがある。「秘密」ではない性格もあり、それは体制に取り込まれ、弾圧され、という繰り返しの中で存在し続けた。

これが、清王朝、国民党、共産党の支配体制でも続いているのだ。現在の秘密結社は解消していったとあるが、そうではない。まだ存在し、それは現中国政府に弾圧され、利用され、を続けているのである。日本軍も青幇のネットワークを利用した。そして国民党は青幇、浙江財団、中央軍の合体。このネットワークが現在の一帯一路に重なっているのであろう。

やはり三合会は弱者救済組織として少なくとも2000年の歴史を背景にしている。それは民衆を搾取する支配体制から自らを守るネットワークなのだ。しかし彼らの活動は麻薬・売春・賭博を収入源にしている。インド太平洋のもう一つの側面として、しっかり認識する必要がある。

While I was expanding such thoughts, I came across an article on a web search titled "The State and Secret Societies in China," a panel discussion. It was in the March 2002 issue of a magazine called "China 21," special on the 100th anniversary of the Boxer Rebellion and the present.

The panelists were Professor Emeritus Shinji Kojima of the University of Tokyo, Professor Kazumi Kobayashi of Kanagawa University, and Associate Professor Sun Jiang of Shizuoka University of Art and Culture, who discussed how the "secret societies," including the Triad, have long been a part of the Chinese state and have been the subject of research by the London Missionary Society since around 1800.

Professor Kobayashi introduced the history of the Sicilian mafia, saying that in the history of conquests by Rome, Islamic powers, the Christian world, and Spanish dynasties, they did not form an indentity as a nation and created mafia organizations to form order with their own hands. Similarly in China, "secret societies" were formed in the Liao, Xixia, Jin, Yuan, and Qing dynasties that were conquered. The rule of these dynasties was despotic, and the feudal system that emerged in Japan was never born in China.

Professor Kojima says that the term "secret society" itself is a new term used by Sun Yat-sen in the 20th century. In China, they are called "kyo-bandit" and "kai-bandit. In China, they are organizations formed around religion. In the background, the bureaucratic rule, which was not hereditary and had no roots in the locality, only took taxes from the people and provided no welfare services. In Japan, on the other hand, the samurai ruled their territories by hereditary succession, so they fed their people and survived on their own.

Associate Professor Sun Jiang wrote his doctoral dissertation on this topic. There are many interesting points, but the first use of the term "secret society" was in 1799 in the British territory of Penang, with the existence of the "Tenjikai. Later, William Milne (April 1785 - 2 June 1822) of the London Missionary Society investigated the Triad of Southeast Asian Chinese. Both William Milne and Morrison, who took over the research, had contacts with Raffles and received his support and endorsement. Incidentally, Raffles did not favor overseas Chinese.

And Japan, too, has been conducting research since 1870 by the military and the Ministry of Foreign Affairs dispatched to the Chinese mainland. Kotaro Munekata, Miyazaki Toten, and Shu Hirayama were involved in secret societies.

The term "secret society" is a name given by outsiders and differs from local perceptions. It had a character that was not "secret," and it continued to exist through the repetitive process of being incorporated into and suppressed by the regime.

This continued under the Qing dynasty, the Kuomintang, and the Communist Party. It is said that the current secret societies have been dissolved, but this is not true. They still exist, and they continue to be suppressed and used by the current Chinese government. The Japanese military also made use of the Green Gang network. And the Kuomintang is a combination of Green Gang, the Zhejiang financial clique, and the Central Military. This network is probably overlapping with the current One Belt, One Road.

After all, the Triad has at least 2,000 years of history behind it as an organization that helps the weak. It is a network that protects itself from the ruling system that exploits the people. However, their activities are based on drugs, prostitution, and gambling as sources of income. This is another aspect of the Indo-Pacific that needs to be recognized.
