中国の植民地、ニセコ（2）
「ニセコはどうにかなりそうですか？」
初めて直接お会いする田中義人議員に聞いた。
「もう手遅れです。今は他の地域がニセコのようにならないよう、状況を説明する努力をしています。ニセコほどではないが、北海道至る所同じような開発が進んでいます」
ニセコのスキーリゾート開発に中国資本と中国マフィアが入ってくる。問題は多々あるが、規制を守らない。例えば、接道４メーター規制があるのに新築する家の前だけ６メーターに勝手に拡張し別荘を建てる。これを町長が許可しているのだそうだ。
実際雪が両側に積もる４メーターの道路を走ると車一台しか走れない。火事になったらどうするのか？
そして多くの不動産所有者は住民ではない。すなわち税金を払っていない。除雪作業は町の義務であり負担である。他にも下水道整備などインフラの負担が町にのしかかる。
海外客の多いスキーシーズンは喧嘩も多いそうだ。
「麻薬は入っていませんか？」
「入っています。レイプドラッグの事件もありました。香港のギャングが麻薬を持ち込んでいるとの情報も得ています。」田中議員の表情が険しくなった。
冬の間だけ臨時交番が設置されるが、不良外国人は日本の法執行の限界をよく知っており舐めている、と言う。
麻薬が町民、特に子供たちに回ったら大変だ。パラオは金欲しさに大人たちが運び屋をやって子供を中毒させるケースがある。柔道キッズはその対策でもある。
日本ではオナーシティと言う会社を渋谷に登録しているサンシティが所有する高級マンションを見せてもらった。マイケル・チェンが運営するH2とクリスティーズが組み広く不動産を販売することになった。その車が前に止まっている。やはりつながっている。
町民や地元業者が高く売れたと喜んでいた土地はでヴェロッパーが高級別荘を建てその何十倍もの値段で、主に中国富裕層に買われていく。倶知安の町が町民不在の開発が、いや町民の自決権を無視した植民がされているのだ。
私は同じような状況を知っている。空港開発を40年も遅らせた八重山諸島の住民運動だ。八重山には左翼活動家がいた。地元メディアがあった。そして文化と歴史が。。 ニセコにはメディアも左翼活動家もいない。歴史と文化は？
道幅４メーターでも雪が積もるとこの通り。ここに規制を無視して豪華別荘を！除雪は町役場負担。即ち国民負担！
外国人は斜面に面した家を好むが雪の影響無視？
有名な日本人設計家の豪邸。雪で家が潰れないか心配。事故が起きればこれも町役場が対応。家の前の道の除雪も町役場が、即ち国民負担！
これが、虎八でも取り上げられたサンシティ、アルヴィン・チャウのヴィラ。一泊３００万円。中では違法カジノが行われているのか？アルヴィン・チャウは来年1月18日に判決が言い渡される。前に止まっている車はクリスティーズ。クリスティーズもグルだったのか！

"What do you think is going to happen to Niseko?"
I asked Councilor Yoshiito Tanaka, whom I was meeting in person for the first time.
"It is already too late. I am now making an effort to explain the situation so that other areas will not follow Niseko's example. Not as bad as Niseko, but there are similar developments going on all over Hokkaido."
Chinese capital and the Chinese mafia are coming into Niseko's ski resort development. There are many problems, but they do not abide by regulations. For example, they extend the road in front of a newly built house to 6 meters and build a villa, even though there is a 4 meter road access regulation. The mayor of the town has given permission for this.
In fact, only one car can drive on a 4-meter road with snow piled up on both sides. What if there is a fire?
And many property owners are not residents. In other words, they do not pay taxes. Snow removal work is a duty and burden on the town. The town also bears the burden of infrastructure such as sewer maintenance.
During the ski season, when there are many foreign visitors, there are many quarrels.
"Are there any drugs in here?"
"Yes, there are drugs in the town. There was a case of a rape-drugs. We have also received information that gangs from Hong Kong are bringing drugs into the town.”
Councilor Tanaka's expression turned grim.
A temporary police box will be set up only during the winter, but Tanaka said that delinquent foreigners are well aware of the limitations of Japanese law enforcement.
It would be a disaster if drugs were to reach the townspeople, especially the children. In Palau, there are cases of money-hungry adults acting as couriers and make children addicts. Judo kids activities are a countermeasure.
I was shown a luxury condominium owned by Suncity, a Japanese company registered in Shibuya called Honor City. H2, run by Michael Chen, and Christie's have teamed up to sell the property widely. That car is parked out front. All players are connected.
The land that the townspeople and local vendors were happy to sell for a high price is now being bought by developers who are building luxury villas for dozens of times the price, mainly for wealthy Chinese. The town of Kutchan is being developed, or rather colonized, without self-determination of its residents.
I know of a similar situation. It was the people's movement in the Yaeyama Islands that delayed the development of the airport for 40 years. There were leftist activists in Yaeyama. There are local media. And there was strong culture and history. Niseko has no media and no leftist activists. Where is the history and culture?
