Pacific Maritime Domain

Dear All,

I had a very intensive and informative visit to Australia in April focussing on future of Pacific Maritime.

Let me share this with you.

Firstly, the Australian government has agreed with the Senators Committee's recommendation in last year 2011.

see "Government response" p16. Recommendation 4.

Secondly, I had a very intensive meeting with Prof Martin Tsamenyi of University of Wollongong.

He pointed that the Niue treaty has two components:

1. Maritime surveillance and enforcement Data information sharing, and

2. Cooperative Law Enforcement under subsidiary agreements.

Component 1 does not require subsidiary agreements and no clear framework for the implementation.

Prof Tsamenyi also pointed out that Polynesian states launched a very successful sub-regional cooperation framework - Te Vaka Moana.

Thirdly, Dr Sam Bateman gave me a very interesting report on seminar which was held in Palau, 2006.

This seminar discussed wide range of maritime issues as well as needs of "coordination mechanism" among the Micronesian region.

I attached report with Dr Bateman's permission.

Dr Bateman also encouraged me to make list of stakeholders of Pacific Maritime Domain.

I have made a spreadsheet - see attached, but this is only under construction so is not a fnal document. I would appreciate your input.
