世界一幸せな国のICT政策パブコメ募集中

世界の国を色々な指数で評価し、順番づける事が行われている。

最近、と言っても10年以上経つと思うが、GDPだけでなく、別の指標で発展、開発の度合いを計ろうとする試みが行われており、その一つが「幸せ指数」である。

この「幸せ指数」、太平洋のバヌアツは一度世界一になり、確か毎回上位にあったはず。

その世界一幸せな国が今ICT政策のパブコメを募集している。

先日、日本の海洋基本計画にパブコメを提出し、寺島運営委員長のブログで取り上げていただいたが、海洋問題を勉強しだしたのは2008年。まだ5年しか経っていない。

ICTは財団に入った1991年からやっているので、20年以上になる。修士を2つ終え、博士論文まで書こうという勢いだ。パブコメを出さない訳に行かない。

外国政府へのパブコメ提出は、米国の海洋政策に続き2回目である。日本と違ってバヌアツも米国も提出されたパブコメは全て公表する事になっている。

そして、今回日本の海洋基本計画と違って、バヌアツのICT政策は1ヶ月以上の募集期間がある。

Dear Jackson,

Thank you for sharing your governments’ ICT policy with PICISOC members. I would also like to offer the highest praise for the Vanuatu government which promotes transparency and democratic process in making a very important policy for ni-Vanuatu.

I would like to make 4 comments.

1) ICT will enhance capability of people, community and society

Since I have been working on ICT projects in the PICs since 1991, I have observed that ICT enhance capability for people, community and society. The meaning of development varies depending on individuals, communities and society. As the classic “Maitland Report” pointed out, ICT is not the purpose or outcome itself, such as providing water, education. As ICT discussion is always led by ICT experts, it is easy to fall into the trap of measurement becoming the purpose. So I would like to stress that ICT is very a potential measure to support capability of people, community and societies who wants to change, challenge or develop his/her life, community and/or society.

2) Enhance mobility

Bad or good, the small scale of islands economy provide opportunities for Islands people to move outside from his/her island for work, study, and just live. However, the islands culture and family ties are very important and strong. ICT may support and enhance this movement of people, such as seasonal workers in NZ who through ICT now can make easy contact with their family in Vanuatu, or Vanuatu study in USP, Fiji keeping in touch with their family and friends. ICT connects people with the family.

3) Vice versa, people and/or business who have interests in staying in Vanuatu, or invest in Vanuatu, ICT will be crucial. Now most of business cannot run without ICT. For example, if Japanese, Australian or NZ pensioners want to stay in Vanuatu as long stay residents, he/she need good communication/contact/connection with their family in their homeland.

If we think of ICT users as only ni-Vanuatu then the cost effectiveness of ICT may not work, however, if we think of users as more – as the world population who wants to have their holiday or business in Vanuatu, the cost effectiveness may work.

4) Remote islands issue,

Life in remote islands can be very hard. If the divide between remote islands and the capital is getting worse, then much of the population from remote islands will move to their capital city. This further causes social disorder and leads to an increase in crime. How can remote islands maintain their sufficient livelihood? Education, health, transportation.. Again needs varies depending on individuals, communities and society. But ICT could be an important measure in achieving these needs and developments.
