ミクロネシア地域協力による海上監視活動が成功例としてあげられている（下記引用）。
島嶼国は軍隊が出てくるより、島主導の地域協力と法施行を歓迎、と理解してよいだろう。日本財団と笹川平和財団がやってきていることである。
