Whenever I come into contact with discourse that nostalgically glorifies Palau and other former Japanese colonies, I feel a bias. However, through the writings of Mr. Lee Teng-hui of Taiwan, and through my study of Goto, Nitobe and Yanaihara, I have learned that this is not a lie at all.
I have known Palau for more than 30 years. I was introduced to the topic on the Palau Forum Face Book, and with the permission of one of the commenters, I am copying the original text and google translation below.

しかし、終戦直後、アメリカは建物を壊し、舗装を削り、会社や農地、パイナップル缶詰工場、サトウキビ加工工場、マグロ缶詰工場、デンプン用のタピオカ加工工場、かつお節工場などを破壊してしまったのだ。
30数年にわたる血と汗と涙の結晶が、半年足らずで瓦礫と化したのだ。これは犯罪だ！」。

この報告書は、現在も機密事項として扱われており、今でもかなり使われている。

Koror: The Little Tokyo
After World War II, Palau's infrastructure - paved roads, power & water, sewer systems, buildings lining the streets throughout the entire state- was well intact. That is because the battle for Palau largely took place in Peleliu.
But immediately after the war, the United States tore down buildings, scraped off pavements, destroyed businesses, farmlands, pineapple canneries, sugar cane processing plants, tuna cannery, tapioca processing plant for starch, and a katsuobushi factory.
Thirty plus years of blood, sweat, and tears reduced to rubbles in less than six months. That is a crime!
My father often marveled at how beautiful Koror was before the war. It was dubbed as the "Little Tokyo," he recalled. I asked what happened to the city and he said it was destroyed by the Americans because they hated the Japanese so much.
But that could not be further from the truth. The United States designed a plot to purposely ingrain economic dependency for Palau and her people - a "Metara Nation."* They succeeded. We are a product of that secret master plan.
In 1971 a student journal, "The Young Micronesian," published portions of a classified dossier known as "The Solomon Report." In a nutshell, the report suggested,
(1). That the United States in order to maintain control of Palau and the rest of Micronesia, must create a master plan for bringing Micronesia into permanent affiliation with the United States.
(2). That education on plebiscites begins no more than three months before the election. This will reduce the time in which any opposition could campaign against the affiliation.
(3). It further suggested that money be thrown into programs to replace Palau's dormant economy so as to give the impression of better things to come. In my opinion, the next recommendation is most disturbing where it states;
(4). The money however should not be sufficient enough to set off a self-sustaining development of the island."
The report remains classified to this day and, still pretty much in use.
As of fiscal year 2020 the US foreign aid to other countries totaled 51 billion dollars. That is less than 1% of the federal budget. Our cut of one billion dollars over a fifty year period, is a fraction of .01 percent. That is comparable to a grain of rice chopped into a hundred pieces and, one of the hundred pieces is our one billion. It's a joke!
In perspective, we are perceived as crude unrefined subjects that need "shaping" like some zoo animals. That we lack the intelligence to realize we have been bamboozled...and sometimes it seems that way as we have been programmed to thank our lucky stars whenever the United States throws a bone that we still have to dig through to get to the marrow - that's the 1 billion dollar "seed money." We end up nibbling on it or we'll die.
America owes us no less than 10 billion dollars for destroying our country. A 1 billion dala a ulengall!! Ngdiak el sebechel mekereklii a imol beluu. The United States knows it, we know it but we do nothing because e kedemla mo smau el menga ulengall.
The "aggressive attitude" of our president, of which many have criticized, is the right attitude. We cannot continue "El di melengmes e melangs mad. It does not work with a nation who preaches tenacity and persistence to its children beginning in the elementary schools.
Therefore, we must not be timid when negotiating for new compact funding. That when we meet at the roundtable with the United States, we are not "OUMETARA" as some prominent Palauans have so eloquently and consistently proclaimed. We are collecting what is owed to us.
