パラグ・カンナ著『ネクスト・ルネサンス ２１世紀世界の動かし方』（原題：How to Run the World: Charting a Course to the Next Renaissance）は早く読んでみたい。
笹川平和財団に入って、国を、地域を動かすような仕事をどんどんさせていただいている。
「あなたに（若しくは民間財団に）そんなことできるわけないでしょう。」
このようは反応は常にある。
「あなたが（若しくは民間財団が）そんなことをしてはいけない。」
こうなると余計なお世話、というか悲しくなる。
こういう反応をするのは意外にも大組織のトップや、学者だったりする。特に政府関係者は一様だ。
民間大学から防衛大学に移られた知人が最近こぼした話し。
「結局、国家公務員は法律内でしか動けない。世の中を変えよう、なんて考えなくなりました。」悲しい話しだ。
笹川太平洋島嶼国基金は太平洋地域の電気通信政策を変える活動をしきた。
電気通信技術が整備されても政策、制度が整備されなければ電気通信が有効的に運営、機能しない話しは音大生でもわかる。
基金は2006－2007年にかけて、約11,000,000円をハワイ大学に助成。ミクロネシア地域の電気通信政策改革を支援してきた。
助成終了後、ミクロネシア連邦政府は制度改革の意味を認識し、自ら予算をつけてこの作業を今まで継続している。
米国の電気通信制度改革でも10年かかるのである。status quoに歯向かうのはそんなに簡単な話しではない。
いよいよ世銀も動いてこの制度改革がさらに押し進められる、という７月１日付けの同国政府プレスリリースがあった。
こういう話しは事業担当者冥利につきるのである。

On June 8, 2011, President Manny Mori issued an Administrative Directive to all departments, Offices, and Agencies of the National Government of the FSM, reaffirming as a policy direction for his administration the need for all departments, offices, and agencies to “proactively” collaborate in the area of Information and Communication Technology toward the achievement of these two main goals:
1. The establishment of a competitive and liberalized communication environment in the next 2 to 3 years in the FSM.
2. The implementation of a broadband submarine fiber optics capability for all States in the FSM within 4 years.
A Telecommunications and Submarine Fiber Optics Task Force has already been established comprised of high level members from the Department of Justice, Department of Foreign Affairs, Department of Finance and Administration, Office of Statistics, Budget Economic Management, ODA and Compact Management (SBOC), Department of Resources and Development and the Chief of Staff.
The Directive was followed by a Presidential Memorandum on June 9 to all departments, offices and agencies outlining the on-going engagement between the FSM and the World Bank in the area of communication technology. The President also pointed out that the FSM and the World Bank are in discussions regarding a “Terms of Reference” for technical assistance from the World Bank. The technical assistance will target establishing policy and regulatory framework for competitive telecommunications, initiate technical assessment and business plan for Submarine Fiber Optics capacity enhancement to the three states not currently connected to broadband fiber optics, and assessing financial and technical improvements for the FSM Telecommunications Corporation. The FSM became one of the 187 member countries of the World Bank in 1993.
The Task Force will hold monthly meetings and report to the President on ways to move forward on the initiatives and priorities in Information and Communication Technology on a regular basis.
