Monica, Kambes, Det and Ms Leklai have done great reports on my maritime security project for Palau. Thank you for all. Let me share more details and background of support measures for Palau.
The maritime security project for Micronesia began in 2008 with my advise to Yohei Sasakawa, Chair of the Nippon Foundation, and the newly appointed Chair of the Sasakawa Peace Foundation, Mr Jiro Hanyu.
Mr Hanyu was Vice Minister of the Ministry of Land, Infrastructure, Transport and Tourism which manage the “Japan Coast Guard”. So far foundation have donated small patrol boats to the Marshall Islands, the Federated States of Micronesia, and Palau, plus 10 years of fuel and maintenance, plus improved communication facilities. This is concession for Minister of the Ministry of Land, Infrastructure, Transport and Tourism and Nippon Foundation.
Foundation also supported the human capacity building. On the 26th February 2016, both Foundations organized a conference in Palau with the government of Palau, Australia and the US to discuss further support measures for Palau. We agreed to support more patrol boats which include a Medium-sized (40m) Patrol Vessel and a new building for Palau's Division of Marine Law Enforcement. It may cost more than 30 million USD and plans to completed by the end of 2017. The new patrol vessel is a forced donation to the Government of Palau under the concession of the Foundation. The new building (Marine Coordination Centre) was proposed by my friend Dr Anthony Bergin of ASPI.
The original name of the Nippon Foundation was the Japan Shipbuilding Industry Foundation and was established in 1962. The Foundation has been leading maritime security projects all over the world in last 50+ years, such as providing assistance for Improving the Straits of Malacca.
The Sasakawa Pacific Island Nations Fund which is one of special fund within the Sasakawa Peace Foundation which I managed since 1991, also longtime friends of Pacific Islands News Association, has been working with the Nippon Foundation since 2008 to launch and develop this maritime project for the Micronesia.
Our project started after receiving a request from President Litokwa Tomeing of RMI when he visited Mr Sasakawa in April 2008 which was also I arranged. Afterwards, three Micronesian Presidents requested our support for their maritime security at their summit held in November 2008 which again I participated and lobbied.
Foundations also continued the exchange and sharing of information with both the US and Australia governments and experts, especially the USCG and Royal Australian Navy who already provided support in this region. In the beginning, the Australian government showed some reservations, however, they now are keen to work with us. The United States as Japan's ally has always welcomed our involvement in maritime security within their Free Associate partner countries: RMI, FSM and ROP.

ミクロネシアの海洋安全保障プロジェクトは、2008年に日本財団の笹川陽平会長と、新たに笹川平和財団の理事長に就任した羽生次郎氏に私が助言したことから始まりました。
羽生氏は、「海上保安庁」を所管する国土交通省の事務次官を務めていた。これまでに、マーシャル諸島、ミクロネシア連邦、パラオに小型巡視船を寄贈し、10年間の燃料補給とメンテナンス、通信施設の整備支援を。これは国土交通省大臣と日本財団の利権です。
日本財団は、人的能力向上も支援しました。2016年2月26日、両財団はパラオでパラオ政府、オーストラリア、米国と会議を開き、パラオへのさらなる支援策を協議しました。中型（40m）巡視船とパラオの海洋法執行部門のための新しい建物を含む巡視船の増設を支援することに合意しました。費用は3,000万ドル以上で、2017年末に完成する予定です。巡視船は財団の利権ですが新庁舎は、私の友人であるASPIのAnthony Bergin博士の提案で、地域海上コーディネーションセンターとなる予定です。
日本財団の前身は日本造船工業振興会で、1962年に設立された。日本財団は1962年に設立され、マラッカ海峡の改修支援など、50年以上にわたり世界各地で海洋安全保障プロジェクトを主導しています。
私が1991年から運営している笹川平和財団の特別基金である笹川太平洋島嶼国基金は、太平洋諸島ニュース協会の長年の友人でもあり、2008年から日本財団と協力してミクロネシアの海上プロジェクトを立ち上げ、発展させています。
このプロジェクトは、私のアレンジで2008年4月にRMIのリトクワ・トミング大統領が笹川を訪問した際に、要請を受けたことがきっかけで始まりました。その後、2008年11月に開催されたミクロネシア3カ国の大統領による首脳会談で、海洋安全保障への支援を要請してもらうように、再び私が参加し働きかけを行いました。
また、財団は、米豪両国の政府や専門家、特にこの地域で既に支援を行っているUSCGやオーストラリア海軍との情報交換や共有を継続しました。当初はオーストラリア政府も難色を示していましたが、現在では私たちとの協力に前向きになっています。米国は、日本の同盟国として、自由貿易協定締結国での海洋安全保障への関与を常に歓迎しています。RMI、FSM、ROP
