パラオのレメンゲサウ大統領の教書演説が発表された。
日本財団、笹川平和財団への感謝が強調されている、と現地の知人から連絡をいただきつらつらと読んでみたら、結構面白かったので簡単にご報告します。

＜PEWもSea Shepherdも述べられていない！＞
当たり前だが、当たり前の事がおこらないのが島嶼国。
PEWやSea Shepherdとならんで財団の名前が出ていたらどうしようと心配したがそれはなかった。当方は恐喝メールをパラオのKB Sakuma氏からもらうほど、このパラオ海洋保護区に両NGOが関与する事に対し、パラオの人々、特に政治、オピニオンリーダーに警告してきた。
財団の支援が他のアヤシイNGOやデカプリオなどのセレブとは違うレベルである事を認識してもらわなければ困るが、大統領の演説はその事を示しているように読めた。
"We have made great strides in our fundraising efforts. Of special note are the contributions from the Nippon Foundation and Sasakawa Peace Foundation to greatly improve our basic surveillance infrastructure. Funding goes towards a second 40-meter patrol vessel, crew and fuel for the vessel, an additional 15-meter patrol boat, a new wharf, a training center, and a new Marine Security Administrative Building. Let us give a round of applause to the Nippon and Sasakawa Foundations for their very generous contributions" (SORAより引用）
＜珊瑚礁センターの海洋保護区研究＞
メガ海洋保護区が海洋資源保護とは関係ない、というペーパーが主流だと当方は理解しているが、日米コモンアジェンダとして設立されたパラオ珊瑚礁センターが、科学的調査報告書を出して、これが有効である事を証明した、という。是非読んでみたいし、専門家の議論も聞いてみたい。
"The Palau International Coral Reef Center recently published their research paper that shows that Palau‟s Marine Protected Areas (MPA) are effective. There are twice as many fish in MPAs as there are in non-MPAs. Essentially, their paper demonstrates that the larger the MPA and the longer it is protected, the more effective it is in increasing fish stock. Conducting this type of study in the Sanctuary will help us better understand the Sanctuary‟s value and ensure a sustainable domestic fishery"(SORAより引用）
＜台湾の支援＞
財団に続いて取り上げらているのが台湾の支援である。台湾の名前は８回出て来る。
支援の一つが台風災害による家屋建設だ。５億円程度のローン。
そして海洋保護区基金への１億円。
農業、水産開発への５億円のローン。
中国大陸については、観光客のことしか述べられていない。
＜男女平等反対！＞
パラオは男女平等反対である、と半分冗談の話を聞く。母系社会で、あまり外に出ないが女性が社会を仕切っている。
賃金の事が教書にあった。
ナント、女性の方が賃金が高い！
女性 $11,741 男性 $8,023
人口２万人のパラオの７千人位が外国人労働者だが、その理由もわかる。
賃金が半分以下だ。それは企業は外国人を雇うよね。

＜観光政策＞
観光政策についても色々述べている。以前のイケイケどんどんという論調ではなく、社会への影響などを考慮し、現地にいかにお金を落すか、そして何より当方が以前から気にしていた、観光に頼る経済の脆弱性が述べられている事だ。
”For our tourism industry to flourish over time, we need to ensure market diversity.”
これは八重山諸島の観光開発で、友寄英正さんが強調していた。
地元産業、特に農業や水産業を支える観光開発でなければいけない、と。
ところで、日本の水産庁が頑張っているはずだが、少しも述べられていない。
