日本は安全保障に関して、いつ戻れない川を渡ったのか？
現在世界の海軍がインド太平洋に展開し、そのトリガーとなったミクロネシア海洋安全保障事業は、私が意図して「樋口レポート」にある日米同盟を基盤にした多角的安全保障を米国の戦略的地域であるミクロネシアで展開したのである。
ミクロネシア海洋安全保障事業は全く私一人で立ち上げ形成した事業である。ここを明確にしたいのは上記の安全保障の基本を誰も理解していないからである。残念な事に日本は海上保安庁を前面に出して進めざるを得なかったが、本来は防衛省が、自衛隊が日米同盟を基盤にこの地域に展開するのが筋である。
2008年、自分が動くことによって軍靴の足音を再びこの太平洋に響かせるのだ、という戦慄を感じたことは明確に覚えている。しかし、その響きは80年前とは異なり、「日米同盟に基づく多国間安全保障」を通奏低音として奏でている。

In tracing the background of the Micronesian Maritime Security Project, which I launched in 2008 and remain involved in to this day, I read again the Higuchi Report, which I used as my philosophy. I also searched for study on this Higuchi Report and found a paper by Prof Akio Watanabe himself, the author of this report.

When did Japan cross the river of no return with regard to security?
The Micronesian Maritime Security Project, which triggered the world's naval deployment to the Indo-Pacific, was my intention to develop multilateral security based on the US-Japan alliance in Micronesia, a strategic area for the United States, as argued in the Higuchi Report.
The Micronesian Maritime Security Project was established and formed entirely by myself. I want to make this point clear because no one understands the basics of security mentioned above. Unfortunately, Japan has had to put the Coast Guard in the forefront of the project, but fundamentally, the Ministry of Defence and the Self-Defence Forces should be deployed in the region on the basis of the Japan-US alliance.
In 2008, I clearly remember feeling a shudder that by making my move, I was making the footsteps of military boots sound again in this Pacific Ocean. However, that sound is different from 80 years ago, with "multilateral security based on the US-Japan alliance" as the basso continuo through which it plays.
I would like to tell Prof. Watanabe, at least that is when I crossed the Rubicon.
