海洋安全保障、現場の話(その2) Maritime Security, Stories from the ground Part2

ミクロネシア海洋安全保障事業を扱うのであればofficialに動かないとダメだ、と畏友Cleoに言ったら「それはあなたがofficial positionだからよ」と返された。

いや、それは違う。私が意図的にofficialにしたのだ。国家安全保障の問題である。太平洋の安全保障体制を、日米同盟を動かす案件なのだ。そして米国の戦略的地域に手を突っ込む話なのだ。

最初にコンタクとしたのがパラオの旧知のBilly Kuartei閣下。当時は大統領補佐官だった。そしてFSMの大統領と閣僚。そしてRMIの外務大臣。全員賛成で2008年11月のMPSで3カ国大統領の要請案件となったのである。誤解を恐れずに言えばそのようにしたのである。

私はそれ以前にも通信支援をMPSの議案に入れた実績がある。これは日本外務省の宮島昭夫が潰した。こんな小国に海底ケーブルはいらないと言う判断をしたのだ。外務省官僚の無知が世界の安全保障を破壊している実例である。

さて、現場の安全保障を知ればミクロネシア3カ国の大統領の要請だけでは十分でないことはすぐわかる。MPSの最終議事録を事務方から見せてもらった後、
「米国はなんと言うでしょう?承認するでしょうか?」
「承認?何を言っているんだ。我々は主権国家だぞ。」
「わかってます。でも自由連合協定があるじゃないですか」
「そんなに言うんだったら大統領三人から米国大統領に手紙を出しておこう」

本当に出すとは思わなかった。多分出したのだ。なぜそう思ったのか?
当時の笹川平和財団会長羽生二郎から電話連絡があった。彼はよく私に報告してきた。どっちが上司かわからない状況であった。
「早川さん、すごいよChristopher Hill国務次官補から手紙が来た」
あの手紙のコピーを取っておけばよかった。大体の内容は・・
「日本が海洋安全保障?最近日本漁船が拿捕されたばかりですねえ。まあせいぜい頑張って。」
東大卒、元国交省官僚は感動するだけで、怒らないのだ。怒れよ!
2008年の米国国務省の西太平洋地域に対する海洋安全保障の認識のレベルはこの程度だったのだ。
ともあれ、ミクロネシア3国と米国のofficialな承認をもらってミクロネシア海洋安全保障事業は開始した。

もう一つ。日本外務省を黙らせる必要があった。これは森喜朗議員に動いていただいた。そう、私が意図的に動かしたのだ。これもある程度成功した。日豪の外務省が結託して私が立ち上げたこの事業を潰そうとしたのだ。許せん!森カードは私の賭けだった。
これらの動きが先般に日米2+2につながって行く。

When I told my esteemed friend Cleo that if you are going to deal with the Micronesian maritime security project, you have to work OFFICIALLY, she replied, "That's because you held an OFFICIAL position.

No, that's not true. I intentionally made it official. It is a matter of national security. It is a matter of moving the Pacific security regime and the Japan-U.S. alliance. And it is a matter of meddling in a strategic area of the United States.

My first contact was His Excellency Billy Kuartei, an old Palauan acquaintance. He was a Chief of Staff to the President at the time. Then the president and cabinet members of the FSM. Then Foreign Minister Tony DeBrum of the RMI. They all agreed and it became a matter of request by the Presidents of the three countries at the MPS in November 2008. To put it bluntly, I made it so.

I had previously put telecommunications aid on the MPS agenda. Akio Miyajima of the Japanese Ministry of Foreign Affairs killed it. He decided that such a small country did not need submarine cables. This is an example of how the ignorance of the bureaucrats in the Ministry of Foreign Affairs is destroying the security of global society.

Now, if you know anything about security on the ground, you know that a request from the presidents of the three Micronesian nations is not enough.
"What would the U.S. say? Will they approve it?"
"Approval? What are you talking about? We are a sovereign nation."
"I know. But there is the Free Association Agreement."
"If you insist so much, I'll send a letter from the three presidents to the president of the United States."

I didn't think they would actually send it. They probably did let it out. Why did I think so?
I received a phone call from Jiro Hanyu, then president of the Sasakawa Peace Foundation. He used to report to me. It was a situation where I did not know which of us was the boss.

"Ms. Hayakawa, great, I got a letter from Assistant Secretary of State Christopher Hill."
I should have kept a copy of that letter. The gist of it was...


"Japan's maritime security in the Micronesian region? I understand that a Japanese fishing boat was recently captured. Well, good luck with that."
The Tokyo University graduate and former MLIT bureaucrat is only impressed, not offended. Get angry!
This was the level of maritime security awareness of the Western Pacific region by the U.S. State Department in 2008.
Anyway, the Micronesian Maritime Security Project was launched with the OFFICIAL approval of the three Micronesian nations and the United States.

One more thing. It was necessary to silence the Japanese Ministry of Foreign Affairs. This was done by Yoshiro Mori, a member of the Diet. Yes, I intentionally moved him. This also succeeded to some extent. The Japanese and Australian foreign ministries colluded to destroy this project I had launched. This is unforgivable! The Mori card was my gamble.
These moves led to the recent Japan-U.S. 2+2.
