アイコン、皆んなに褒められた北野天満宮の梅に。何気にiphoneで撮ったのだが無心だったのかもしれない。
東風が吹いて、北野天満宮の梅に変えたが、しばらくTwitterのアイコンを森元総理とのフィジーでのツーショットにした理由を書いておきたい。
自民党のパーティ券の話で森元総理がターゲットにされているという情報も流れていた。それで「ああ」と思い出し森元総理との写真のアイコンにした。きっと皆んな私が笹川陽平の指示で森さんをフィジー連れて行ったと思っているだろう。
違う。
私が意図して森元総理とパラオのナカムラ大統領をフィジーの島サミットフォローアップ会議に連れて行ったのだ。しかも、そこで情報通信ODA案件をパラオのナカムラ大統領から森元総理に手渡してもらった。全て私の意図、判断である。言葉を選ばなければ、工作活動である。
ナカムラ大統領が私の提案を承諾するかどうかは彼の自由である。
森元総理は、JETROの鷲尾さんが動いてくれた。鷲尾さんは日本財団にいた歌川さんの紹介で私の意見を真摯に聞いてくれた。
この世紀の工作活動を壊したのは情報通信、島嶼問題、開発問題に疎い当時の外務省大洋州課宮島昭夫氏である。流石にナカムラ大統領と森総理が動いた案件をど素人の外務官僚が判断すべきではないという常識は持っていたのであろう。それでJICAが評価作業をした。私はその結果を内部通報者から聞いている。
「小さな島に高価な情報通信は必要ない」
という血も涙もない、ついでに理論も哲学もない、思慮のない理由だった。
私は諦めなかった。
ミクロネシアの情報通信制度改革を進めた。結果、現在パラオにアジア開発銀行と世界銀行その他同志国の支援を受けて海底ケーブルが敷設されることになった。
宮島氏も慶應大学の土屋氏も国際政治、安全保障、情報通信、島嶼問題、開発問題の素人である。
森元総理はその後、ナカムラ大統領の要請を受けてミクロネシア三カ国の領事館を大使館に格上げした。森元総理は小渕元総理の急逝で2000年の第二回島サミットの共同議長をナカムラ大統領とでつとめたのだ。私は1999年夏、笹川陽平に呼ばれ、小渕元総理から島サミットの相談を受けたから支援して欲しいと指示を受け、協力体制を一人、推進していた。

I changed the icon to the plum tree at Kitano Tenmangu Shrine, which was praised by everyone. I took the photo with my iphone without consciously thinking about it, but maybe I was just being formless-minded.

I purposely took Prime Minister Mori and Palauan President Nakamura to the Island Summit Follow-up Meeting in Fiji. Moreover, I arranged for President Nakamura of Palau to hand over the ICT ODA project to Prime Minister Mori there. It was all my intention and decision.
Whether President Nakamura accepts my suggestion or not is up to him.
Prime Minister Mori was moved by Mr Washio of JETRO. Mr Washio listened to my opinion through an introduction by Mr Utagawa, who was an executive of the Nippon Foundation.
This arrangement of the century was broken by Akio Miyajima of the Oceania Division of the then Ministry of Foreign Affairs. He was an amateur in information and communications, island issues and development theory.
"There is no need for an expensive ICT infrastructure on a small island."
It was a thoughtless reason.
I did not give up.
I pushed for the reform of Micronesia's telecommunications regimes. As a result, a submarine cable has now been laid in Palau with the support of the Asian Development Bank, the World Bank and other like-minded countries.
Both Miyajima and Tsuchiya of Keio University are amateurs in international politics, security, information and communication, and island issues and development issues.
Prime Minister Mori subsequently upgraded the consulates of the three Micronesian countries to embassies at the request of President Nakamura. Prime Minister Mori co-chaired the second island summit with President Nakamura in 2000 after the sudden death of Prime Minister Obuchi. I was called by Yohei Sasakawa and instructed to support the island summit after being consulted by Prime Minister Obuchi, and was the single person promoting the cooperation scheme.
