自民党女性局のパリ訪問が日本国民から槍玉に上げられている。パリ、というだけで羨ましがられるのだから、シャンゼリゼはなしか、会議が終わった後にすべきだった。
今月台湾経由でパラオに飛ぶ自民党青年局は浜辺で写真など撮っていけない。そんな時間を作ってもいけない。ではどうすべきか？
一つはパラオ法執行の実態を大統領はじめ関係者に尋ね、関係施設を訪問して欲しい。
刑務所、警察本部、海洋センター、麻薬取締局等々。。1日では足りない。
慰霊など行ってはいけない。鬼木元防衛副大臣は慰霊しかしないと現地で批判されていた。勿論公式にはこんな批判は出てこない。
さて、パラオの法執行だが、現ウィップス政権で柔道連盟前会長でもあるイスマエル・アグオン氏が公安局長に就任。法執行制度の改革が進められていたが今年3月突然解任された。イスマエル氏は自宅や車が焼かれるなどしても正義を求める人であるが、それでも組織内の改革は難しかったのであろう。そして新たに就任したのが米国人のCary LeVire氏。現地新聞は彼の学歴詐称を槍玉にあげていた。この度手術のために一時米国に戻る事になった。
彼がパラオを出発する直前の議会予算委員会の動画４時間と、ラジオ局の動画１時間を見た。現地メディアがいかに情報を歪曲しているかわかる内容であった。そして彼の敵は組織内にあることも明確にしている。命の危険を感じていることも語っている。2019年、隣のヤップ島では米国人女性弁護士が正義を求め、島民に射殺された事件もある。
100日間のLeVitre氏のパラオ滞在で組織の問題が洗い出され解決策が示された。しかしパラオの伝統文化は親戚や友人である犯罪者に恩赦を与えるという側面が強い。LeVitre 氏が初めてではない。多くの外国人がパラオの法と秩序を守ろうとすると追い返されるのである。
日本は実はパラオの犯罪文化に加担してきている。自民党もその一派である。青年局がどこまでその現実を認識できるか？
LeVitre氏が次年度予算を説明する５時間近い会議。ここで警察官6名を麻薬で解雇した事も語っている。

The LDP Women's Division's visit to Paris is being criticised by the Japanese public. Since Paris alone is envied, the visit to the Champs-Elysées should have been made after the conference was over, or without visiting the Champs-Elysées.
The LDP Youth Bureau, which flies to Palau this month via Taiwan, cannot take photos on the beach. Nor should they make time for it. So what should be done?
One is to ask the President and other relevant officials about the actual situation of Palauan law enforcement and visit relevant facilities.
Prisons, police headquarters, marine centres, drug enforcement offices, etc. One day is not enough.
There should be no war memorial service. Former Deputy Defence Minister Oniki was criticised locally for only conducting memorial services. Of course, no such criticism has been made officially.
Now, as for law enforcement in Palau, Ismael Aguon, former president of the Judo Federation, was appointed as the Director of the Public Security Bureau in the current Whipps' administration. Reform of the law enforcement system was underway, but he was abruptly dismissed in March this year. Ismael is a man who seeks justice even when his house and car are burnt down, but even so it must have been difficult to reform within the organisation. The new head of the new office is an American, Cary LeVire. The local press had criticised him for his academic credentials. He has now temporarily returned to the USA for surgery.
I watched five hours of video from the Congressional Budget Committee just before he left Palau, and one hour of video from a radio station. The content showed how the local media distorted information. It also made it clear that his enemies are within the organisation. He also talks about the threat to his life: in 2019, on the neighbouring island of Yap, an American woman lawyer was shot dead by islanders as she was seeking justice.
During Mr LeVitre's 100-day stay in Palau, the organisation's problems were identified and solutions were provided. However, Palau's traditional culture of granting amnesty to criminals who are relatives and friends is strong, and Mr LeVitre is not the first. Many foreigners are turned away when they try to uphold Palauan law and order.
Japan has in fact been complicit in Palau's criminal culture. The Liberal Democratic Party is one of them. How far can the Youth Division recognise this reality?
