ミクロネシアの海洋汚染 — 日米に届くか小国の声

 独立国となっても太平洋の小さな島々の声は大国の都合で簡単に無視されてしまう冷酷な国際政治の現実をいくつも見てきた。

 昨年9月、国連総会と太平洋諸島フォーラム総会で続けて出したミクロネシア連邦モリ大統領の声明もそんな声の一つとなって海のどこかで沈んでしまうのではないか、と思っていた。(下記モリ大統領の2つの声明参照)

 日本では太平洋への放射能汚染の事が騒がれているが、ミクロネシアのこの小さな島ではもっと身近な危機として60年前に米国が沈めた日本船からの油流出が問題となっている。沈めた米国と、船の所有者だった日本に早急に処理をしてほしい、という要請だ。

 

 年末ミクロネシア連邦の高官からメールをいただいた。次回の太平洋島サミットに海洋外交が盛り込まれたらしいが、同国チュック州の油流出事故について日本政府から未だ回答がなく、情報があれば調べて欲しいという“非公式”な協力依頼だ。ミクロネシア海上保安事業の関連で、同高官とは信頼関係が構築されつつある。

 いろいろ調べると過去にインドネシア海域に沈んだ日本船の引き上げを日本政府が実施したことがあるが、調査だけで2−3億円、引き上げに100億円かかったという。チュック州海域に沈んでいる船は60隻近いということだ。簡単に60倍という訳ではないと思うがそれでも相当な費用がかかることは想像に難くない。

 前向きな情報が得られない中で年明け週刊誌のインタビュー依頼があった。この件にも触れようかどうか迷い、思い切って外務省に直接問い合わせてみた。意外な事に

「昨年のオークランドで開催された太平洋諸島フォーラム総会に出席した山口壯外務副大臣は本件に関し前向きに検討すると述べています。」という回答だった。

 これは実施する、という意味である。次回島サミットの目玉「海洋外交」と「米国との協力」はこれだ、と思った。早速ミクロネシア連邦の高官に連絡をしたら、同国でも同様な感触を得ているとのことであった。

 本件を笹川太平洋島嶼基金寺島運営委員長にご報告したところ

「日米協力でミクロネシアの海洋汚染に貢献する事になればそれはすばらしODAの使われ方である。」とのコメントであった。 

 寺島運営委員長は日本の海洋基本法の親分的存在で、さらに具体策の一つ「海洋外交の推進」を盛り込んだのも寺島さんらしい。そういう方からのお墨付きをいただいた海洋関連支援事業であればなおさら実現される事を祈っている。

 そして何よりも海洋外交を日本が掲げるのであれば、広大な海洋を有する小国—ミクロネシア連邦のモリ大統領の声は無視してはならない。

WWII ORDNANCE AND SHIPWRECKS

37. Leaders expressed concern at the continuing existence of unexploded WWII ordnance (UXO) which remains a human security problem for many Members, as well as a threat to public health, safety and the environment. They also recognised that UXO poses a serious obstacle to development. Leaders welcomed the development of the Regional UXO Strategy Framework as a practical approach to addressing the challenges of UXO in the region and called on the assistance of relevant international bodies and development partners in addressing this long neglected issue.


38. Leaders noted the risk to the environment posed by oil leakage from WWII shipwrecks in the region and called for the safe removal of oil from those shipwrecks such as in the Chuuk Lagoon in the Federated States of Micronesia, Solomon Islands and the Republic of the Marshall Islands.

Oil Leak in the State of Chuuk

Mr. President,

More than sixty years ago, my island country, the Federated States of Micronesia, drew worldwide attention as a battleground in the Pacific conflict. Today, the remnants of an estimated sixty (60) shipwrecks from that conflict are posing threats to the lives of our people, and our environment and the marine eco-system. Approximately thirty-two (32) million liters of oil contained in the bellies of the wrecks are a "ticking environmental time bomb". Leading experts on underwater corrosion have warned that the shipwrecks will collapse and when they do, we believe oil from these wrecks could create a spill on a massive scale with an impact comparable to the disaster last year in the Gulf of Mexico.

Oil from some of the shipwrecks in my state of Chuuk has already started leaking. Any disaster could have a devastating effect on the environment, our food chain, and the surrounding reefs that serve as breeding grounds for many fish species. It will also adversely impact our tourism industry which depends largely on coral and shipwreck diving. In this respect, and to avoid a major environmental disaster, I am now appealing to the international community for immediate assistance.
