新聞ニュースになったのでこのブログに書きたい。
映画のプロモーションで、中国、日本を訪問していた俳優レオ・デカプリオがお忍びでパラオに入っていた。
現地メディアの知人からは、日本の天皇皇后両陛下の訪問の時より情報が厳しく制限されているとのことであった。
パラオの海洋保護区と関係がある。そして海洋専門家でも、環境専門家でも、安全保障専門家でも、開発専門家でもなんでもない、「ただ」の俳優は、その名声のためにパラオへの、また世界への影響が見過ごせいないのだ。
PEWのプロパガンダ活動を観察していて、ハリウッド活用技術は敵ながら天晴と関心するところである。
ディカプリオのパラオ訪問の目的は、少なくともパラオ側の即ちレメンゲサウ大統領の目的は昨年設置した海洋保護区のためにできた基金への出資を引き出すこと。。
下記の記事によるとデカプリオ、既に米国の環境NGOネイチャーコンサーバンシーがアレンジする租税回避スキーム、Debt for Nature Swap に出資している。
この環境NGOが仕込む、租税回避スキーム。日本でも名古屋COPの時にその税制が紹介されそうになったが財務省が潰したようだ。
wikiのDebt for Nature Swapを観る範囲では殆ど効果の期待できないスキームだが、環境NGOには活動費になるようだ。
ネイチャーコンサーバンシーは環境保護をせずに、こんな租税回避スキーム推進を環境保護の美名の下に、デカプリオまでそそのかしてやっている。
次回は、ネイチャーコンサーバンシーの租税回避推進活動を調査し、日本政府がナショナルトラストのための税制改革を中止した（多分）立教大学の租税法ご専門の浅妻章如教授のペーパーを御紹介したい。

"Leonardo DiCaprio visits Palau"

Famous actor and environmentalist, Leonardo DiCaprio, is here in Palau for a three-day tour of the country. According to sources, DiCaprio arrived on Sunday and will be leaving today.
Mr. DiCaprio is said to be spending his short time here diving and visiting other marine sites that Palau is known for. He is said to have gone diving with President Remengesau yesterday and had dinner with Council of Chiefs and the President last night.
Reliable sources say that his trip here is possibly the result of the invitation extended to him in Paris, France by President Tommy Remengesau Jr. during the interview with DiCaprio on Climate Change prior to COP21 meetings.
Leonardo DiCaprio shares a similar passion for environment as Palau’s President Tommy Remengesau Jr., particularly with regards to Oceans health and climate change impact. In 2000, he hosted Earth Day and interviewed U.S. President Bill Clinton on climate change.
At the Mayors Summit in Paris last year, during the COP21 event, Di Caprio interviewed President Remengesau regarding climate change impact on Palau.
Leonardo DiCaprio Foundation (LDF) according to its website, has been leading private sector investments to support The Nature Conservancy’s Debt for Nature Swap in support of oceans conservation and climate resiliency in Seychelles.
Palau, as earlier reported, is looking at the similar proposal of swapping debts for nature in order to create a sustainable source of financing to implement the Palau National Marine Sanctuary and the Protected Areas Network (PAN), oceans and land conservation programs already established by law.
