今日から中西部太平洋まぐろ類委員会(WCPFC)第13回年次会合がフィジーで開催される。 大勢のメディアがFBで、現場の議論をライブで伝えてくれているので、暫くはFBの方で追って行きます。 大きなニュースはペンディングになっていた米国との漁業協定が締結した事。８年越しなのだそうだ。 どのように妥協したのか聞いてみたが、２人の意見の食い違いが興味深い。
ジャーナリストは6年契約がスライド式で増額（入漁料と援助金）と言っているが、PNAの前事務局長トランスフォーム博士はsmoke and mirrors、騙かし、と手厳しい。

1. トランスフォーム博士のコメント Actually it is an exercise in smoke and mirrors. The financial package and days guaranteed is only for 4 years, not 6 years. Already some bilateral days and traded days are worth more than the US Treaty payments. It is an okay deal considering it took 8 years to conclude but I hope that it is the last that treats one fleet differently from others, and that in future US vessels compete for days just like every other fleet in the fishery.
