地球の上に真っ直ぐな線を引いて領域を分ける。その起源は色々あるようだが、一つは1494年6月7日にスペインとポルトガル王国の間で結ばれたトルデシリャス条約であろう。拙著『インド太平洋開拓史』にも書かせていただいたが、改めて関係資料を読んでいくとこの条約を乗り越えることで西洋諸国の植民地拡大が地球規模で行われたことがわかった。その形跡はパプアニューギニアに南北に引かれた真っ直ぐな国境に残っている。
さて、久しぶりに新渡戸の植民論を読んでいたらこのトルデシリャス条約の事が出て来た。スペインとポルトガル王国の地球分断政策にお墨付き、正当性・正統性を与えたのは法王なのである。その方法の正当性・正統性は？
わたしはあなたに天の国の鍵を授ける。あなたが地上でつなぐことは、天上でもつながれる。あなたが地上で解くことは、天上でも解かれる。 マタイによる福音書16:19
これがトリデシャス条約を法王が承認した正統性、法的根拠。 法王は天と地を、即ち地球を分ける鍵（正統性）を持っている。

EEZの人工的な線引きは海洋の資源の配置に不自然だし、そもそも海洋パワーがない小国は開発も管理もできない中で、EEZ制度でかなり不利な中国が手を伸ばして来るのは当たり前なのだ。今、国連の枠組みを利用して、EEZの外の公海の海洋資源の権利を主張している。BBNJ - biological diversity of areas beyond national jurisdiction がそれだ。
A straight line is drawn across the earth to divide the territory. There are many origins for this, but one of them is probably the Treaty of Tordesillas, signed between Spain and Portugal on 7 June 1494. I have written about it in my book, "A History of the Indo-Pacific Frontier", but after reading the relevant documents again, I found out that the colonial expansion of Western countries took place on a global scale by overcoming this treaty. Traces of this can still be seen in the straight border between the north and south of Papua New Guinea.
It has been a long time since I read Nitobe's theory of colonialism, and the Treaty of Tordesillas came up in my mind. It was the Pope who gave his approval, legitimacy to the policy of the division of the earth between Spain and Portugal. What is the legitimacy of that method?

The artificial delineation of EEZs is unnatural for the placement of resources in the oceans, and it is only natural that China, which is at a considerable disadvantage in the EEZ system, should reach out while small countries with no maritime power can neither develop nor manage them in the first place. The BBNJ biological diversity of areas beyond national jurisdiction is a case in point.
