Full text of statement issued by Malaita Provincial Government
The Malaita Provincial Government held an urgent extra ordinary Executive meeting on Saturday 27th November 2021 on the state of affairs that have affected the MARA Malaita Provincial Government for the last two years and also the current situation in Honiara.
We the Executive have resolved in the following terms:
1. We observe with sorrow the rioting and destruction happening in Honiara. We condemn the violence, looting and destruction of properties by those involved. We extend our sympathies to those who have suffered as a result of the destruction;
1. We ourselves have been consistently attacked by the DCGA government and PM Sogavare for the last 2 years, through bribery and abuse of power to cripple our free and lawful desires for our people;
1. Even last month the MARA government was attacked by the forces of DCGA and Sogavare through corruption and bribery. Auki was faced with a bigger crowd than Parliament was last week;
1. There could have been riots in Auki but there were not, because our leaders talked to the people and listened to them. Not one Chinese or local store was broken, not one theft was made;
1. We urge Sogavare and all the MPs to engage with the people and stop hiding. Sogavare has not been seen in days and no one even knows if he is in the country;
1. It is false and self-serving to talk about democracy as if it only belongs to the MPs sitting in their offices talking to one another. Democracy belongs to the people, every day of their lives, not just on election day;
1. For too long our people have been treated as rubber stamps, lied to at election time and discarded like empty tins until the next election. People like Sogavare and his Cabinet take this as a mandate to ignore, demean and violate our people and their hopes and their resources for their own purposes;
1. We in the MARA government have felt this for two years, with life saving equipment held for no reason , aid projects blocked and redirected, our PS falsely accused and improperly suspended, and two motions of no confidence bought through bribery;
1. We note that Sogavare has been installed as PM by violence already twice in his career;
1. The first time was in 2000 after the Malaita Eagle Force coup which was led by his now Deputy PM, Maelanga;
1. The second was after the 2006 riots in which Chinatown was burned to the ground for the first time. At that time the Prime Minister Snyder Rini resigned by writing to the Governor General as provided by the Constitution;
1. On both occasions Sogavare was happy to accept the position after periods of violent unrest. It is highly hypocritical of him to claim conviction in democratic principles now. It is clear he supports coups and riots when it suits him and his purposes;
1. In sum, MARA government has zero confidence in the character of Sogavare and zero confidence in the false version of democracy that he practises, which is built on corrupt money from loggers, hidden deals that drain public money from our people, and the abuse of legal powers to intimidate, subjugate and attack true democracy;
1. We are sad to see the looting that has happened this week;
1. We are even more sad to see the looting of our national treasury, the rape of our children by loggers and miners, the pillaging of our lands, forests and seas by foreigners for the years past, aided and abetted by Sogavare, the OUR Party personnel and their cronies;
1. We note the schemes being introduced by the DCGA to take indigenous land away from their real owners, the indigenous people of Solomon Islands;
1. We also observe with thanks the arrival of Australian police and troops. We have confidence and hope in their neutrality even though Sogavare claims they are supporting him by arriving;
1. We called on the Australian Government through the presentence of its AFP and ADF to reach out to the Fiji government because we believe Fiji is a more neutral Melanesian brother that would be able to broke any meaningful dialogue between Malaita Province and the National Government;
1. We see that all the issues that caused the ethnic tension in 1998 remain alive and well, especially the loss of land by Guadalcanal people and the lack of development on Malaita. We also note the desire of the Western Province for federal statehood which has been their cry since Independence;
1. With the arrival of Australian and regional troops it is a clear reminder that the work of the Townsville Peace Agreement has been completely unfinished since 2000 exacerbating poverty, joblessness and crime;
1. We recall that Sogavare was PM at the time of signing of the TPA, and that it was hosted and facilitated by the Government of Australia;
1. We note the TPA is deposited at the UN Security Council and is an internationally recognised agreement;
1. Therefore we the MARA Executive:
A. REPEAT THE PREMIER SUIDANI’S CALL FOR CALM AND AVOIDANCE OF ALL ILLEGAL ACTIVITIES;
B. CALL FOR ANY AND ALL ATTACKS ON PEOPLE OF ANY PROVINCES TO CEASE;
C. CALL FOR THE PM TO RESPECT THE WILL OF THE PEOPLE AND RESIGN JUST AS SNYDER RINI DID TO MAKE WAY FOR HIM IN 2006;
D. CALL FOR ALL MALAITA MPS TO RESIGN FROM OUR PARTY AND DCGA IMMEDIATELY;
E. CALL FOR AN IMMEDIATE MEETING OF PARTIES TO THE TPA TO ASSESS THE IMPLEMENTATION OF OBLIGATIONS UNDER PART 4 OF THE TPA.
マライタ州政府が発表した声明文の全文
マライタ州政府は、2021年11月27日（土）に、過去2年間のMARAマライタ州政府に影響を与えてきた状況と、ホニアラの現状について、緊急の臨時幹部会議を開催しました。
我々執行部は、以下の内容で決議しました。
1. 我々は、ホニアラで起きている暴動と破壊を悲しみをもって見守る。我々は、関係者による暴力、略奪、財産の破壊を非難する。我々は、これらの破壊によって被害を受けた人々にお見舞いの言葉を述べる。
1. 私たち自身は、この2年間、DCGA政府とソガヴァレ首相から、賄賂と権力の乱用によって、国民のための自由で合法的な願いをかなえるために、一貫して攻撃を受けてきました。
1. 先月もMARA政府はDCGAとSogavareの勢力に汚職と贈収賄で攻撃されました。Aukiは先週の国会よりも大きな群衆に直面していました。
1. Aukiでは暴動が起きてもおかしくなかったのですが、リーダーたちが人々と話し、彼らの声に耳を傾けたため、暴動は起きませんでした。中国や地元の店が壊されたことも、窃盗が行われたこともありませんでした。
1. 私たちは、Sogavare氏とすべての国会議員に、人々と関わりを持ち、隠れるのをやめるよう強く求めます。Sogavare氏は何日も姿を見せておらず、彼が国内にいるかどうかさえ誰も知りません。
1. 民主主義を、オフィスに座って話をしている国会議員だけのものであるかのように語るのは誤りであり、利己的である。民主主義は、選挙の日だけでなく、毎日の生活の中で、人々のものなのです。
1. あまりにも長い間、国民はゴム印のように扱われ、選挙の時に嘘をつかれ、次の選挙まで空き缶のように捨てられてきました。Sogavare氏と彼の内閣のような人々は、このことを、自分たちの目的のために、我々の国民とその希望と資源を無視し、卑下し、侵害することを命じられたと考えている。
1. 私たちMARA政府は、この2年間、生命を守るための機材が理由もなく保有され、援助プロジェクトが妨害され、方向転換され、PSが不当に非難され、不適切に停職させられ、2回の不信任案が賄賂によって買収されたことで、このことを実感しています。
1. Sogavareはこれまでに2度、暴力によって首相に就任していることに注目しています。
1. 1回目は2000年、現在の副首相であるマエランガが率いたマライタ・イーグル・フォースのクーデターの後でした。
1. 2回目は、2006年に起きた暴動で、チャイナタウンが初めて焼き払われた後だった。この時、スナイダー・リニ首相は、憲法で定められている通り、総督に手紙を出して辞任した。
1. いずれの場合も、ソガヴァレ氏は暴力的な騒乱の後、喜んでその職を引き受けた。今、彼が民主主義の原則を信じていると主張するのは、非常に偽善的である。彼が、自分の目的に合ったときにクーデターや暴動を支持していることは明らかである。
1. 要約すると、MARA政府はSogavare氏の人柄を全く信用していないし、彼が実践している偽りの民主主義にも全く信用していない。この偽りの民主主義は、伐採業者からの汚い金、国民から公金を搾取する隠れた取引、真の民主主義を脅し、服従させ、攻撃するための法的権限の濫用によって成り立っている。
1. 今週起こった略奪行為を見て、私たちは悲しい気持ちになりました。
1. 我々は、国庫の略奪、伐採者や鉱山労働者による我々の子供のレイプ、過去数年間の外国人による我々の土地、森林、海の略奪を、SogavareやOUR Partyの関係者やその取り巻きが支援し、幇助しているのを見て、さらに悲しくなった。
1. 我々は、ソロモン諸島の先住民から先住民の土地を奪うために、DCGAによって導入されている計画に注目する。
1. 我々はまた、オーストラリアの警察と軍隊が到着したことに感謝している。ソガヴァレ氏は彼らが到着することで彼を支援していると主張していますが、私たちは彼らの中立性に自信と希望を持っています。

B. すべての州の人々への攻撃をやめることを求める。
C. 2006年にスナイダー・リニ首相が辞任したように、首相が国民の意思を尊重して辞任することを求める。
D. マライタ州のすべての議員に、わが党とDCGAから直ちに辞任することを求める。
E. TPA第4部の義務の履行状況を評価するため、TPA締約国の即時会議を開催することを求める。

# 𝗣𝗿𝗲𝗺𝗶𝗲𝗿 𝗦𝘂𝗶𝗱𝗮𝗻𝗶 𝗿𝗲𝗽𝗲𝗮𝘁𝘀 𝗰𝗮𝗹𝗹 𝗳𝗼𝗿 𝗰𝗮𝗹𝗺 𝗮𝗻𝗱 𝗰𝗮𝗹𝗹𝘀 𝗼𝗻 𝗣𝗿𝗶𝗺𝗲 𝗠𝗶𝗻𝗶𝘀𝘁𝗲𝗿 𝗦𝗼𝗴𝗮𝘃𝗮𝗿𝗲 𝘁𝗼 𝗵𝘂𝗺𝗯𝗹𝘆 𝗵𝗲𝗮𝗿 𝘁𝗵𝗲 𝗽𝗹𝗲𝗮𝘀 𝗼𝗳 𝘁𝗵𝗲 𝗽𝗲𝗼𝗽𝗹𝗲 𝗮𝗻𝗱 𝗿𝗲𝘀𝗶𝗴𝗻.

•Premier of Malaita Province, the most populous province of the country has joined the Leader of Opposition and others to call on Prime Minister Manasseh Sogavare to immediately step down as Prime Minister to allow a new leader who has the confidence of the people to lead the country.
•This follows the recent call by the Premier for Malaitans in Honiara to remain calm and refrain from unlawful activities;
•At the same time, Premier Suidani said there is widespread disagreement within the community about how the Prime Minister has elevated the interest of foreigners above those of Solomon Islanders. “Over the last twenty years Mannaseh Sogavare has been in power, the plight of Solomon Islanders has worsened whilst at the same time foreigners have reaped the best of the country’s resources. People are not blind to this and do not want to be cheated anymore.”
•The Prime Minister should do the respectable and honourable thing by resigning from the position of Prime Minister and allow for a new leadership to lead from hereon”
•This comes amidst calls by other leaders for the Prime Minister to step down;
•The situation can be calmed down provided the Prime Minister does what the people of the country wants. “He can be the solution” instead of provoking more violence and disorder.
•Should the Prime Minister not find it in him to step down, Premier Suidani calls on all Malaitan MPs to show leadership and resign from DCGA.
•This would take the burden of leadership away from Sogavare and pave the way for a motion of no confidence which can then remove him.

-国内で最も人口の多いマライタ州の州首相は、野党党首らとともに、マナセ・ソガヴァレ首相に対し、国民の信頼を得られる新たなリーダーが国を率いることができるよう、直ちに首相を辞任するよう求めました。
-これは、首相が先日、ホニアラのマライタンに対し、冷静さを保ち、非合法な活動を控えるよう呼びかけたことを受けたものです。
-同時に、スィダニ知事は、首相がソロモン諸島の人々よりも外国人の利益を優先していることについて、コミュニティ内で広く意見の相違があると述べています。「マナセ・ソガヴァレ氏が政権を握っていたこの20年間、ソロモン諸島の人々の窮状は悪化し、同時に外国人がこの国の資源を最大限に享受してきました。人々はこのことに気づいていないわけではなく、これ以上だまされたくないと思っています」。
-首相は、尊敬と名誉に値することをして、首相の地位を辞任し、今後は新しい指導者に任せるべきだ」と述べています。
-これは、他のリーダーたちが首相の退陣を求めている中でのことだ。
-首相が国民の要望に応えれば、事態は収束する。 さらなる暴力や混乱を引き起こすのではなく、「彼が解決策になりうる」。
-首相が退陣しない場合、スィーダニ首相はすべてのマライタン議員にリーダーシップを発揮してDCGAから退陣するよう呼びかけます。
-そうすれば、ソガヴァレ氏からリーダーシップの重荷を取り除き、彼を排除できる不信任案への道を開くことができるでしょう。
