中国の植民地、ニセコ（１）
「リエコ、ニセコに３ベッドルームのコンドミニアムを数週間予約してあるんだ。子供たちの家族が来る前に来ないか？」
欧米人の大型ホリデーはクリスマスである。8月ではない。
顔面麻痺で今回スキーはできないが温泉に入ってニセコの実情を見る機会だ。行き帰りは自腹だがマイレージでカバーできる。行くこととした。
千歳空港から自動車でニセコまで。支笏湖沿いのドライブは一面の雪景色と鹿の姿。北海道に来たと言う印象だ。ところが、突然巨大で、北海道らしくない町が現れる。それがニセコだ。ニセコといってもニセコ町ではなくスキーのメッカ倶知安町である。ここら辺も後日書きたい。
ニセコを世界のスキーリゾートにしたのが豪州人だった。1994年頃。NOASCのロス・カーティとNAC（ニセコ・アドベンチャー・センター）ロス・フィンドレー。日本にオージーの町ができたとニュースになったのは2000年頃だったと記憶する。豪州のスキー事情を知る私は納得できた。豪州は雪質が悪いだけではなく、ホテルは高いし、スキー場まで車で30分、１時間かかる。飛行機代を出してもニセコの方が総合的に得なのだ。
2000年、同じく豪州のベン・カーが外国人投資家を相手に不動産業を開始。それが今のニセコを作った。ニセコの魅力はパウダースノーだけではない。北海道新幹線のルートに倶知安が選ばれた事が1998年に公表。安くて広大な土地、パウダースノー、そして新幹線開通は不動産投資を呼び込む要因となったであろう。
そんなニセコが気になったきっかけがあった。カジノ開発話の中で「あの」サンシティがニセコにリゾート開発をするという記事だ。サンシティは三合会とも繋がり、豪州でも大きなニュースになった組織である。パラオの安全保障の基盤を揺るがしているのがこの三合会の存在なのだ。
ニュースを見ていく中でとんでもない人物がニセコに入っていることを知った。このサンシティと豪州のカジノ会社クラウンを結んでいたマイケル・チェンがニセコで不動産開発をしているのだ。その事を倶知安町議の田中義人氏に知らせた。それ以来田中議員とは密に連絡を取り合っている。田中議員に会う事が今回のニセコ訪問の主要目的であった。

Facial paralysis would prevent me from skiing this time, but it would be a chance to get into the hot springs and see Niseko for what it really is. I would have to pay my own way to and from Niseko, but my frequent flyer miles would cover it. I decided to go.
We drove from Chitose Airport to Niseko. Driving along Lake Shikotsu, I saw snow and deer. I had the impression that I was in Hokkaido. But suddenly, a huge, un-Hokkaido-like town appeared. That is Niseko. Niseko is not the town of Niseko, but the town of Kutchan, the mecca of skiing. I will write about this later.
It was Australians who made Niseko a world-class ski resort around 1994, with Ross Carty of NOASC and Ross Findlay of NAC (Niseko Adventure Center). I remember it was around 2000 when the news broke that an Aussie town had been established in Japan. Knowing the skiing situation in Australia, I was convinced. Not only is the snow quality poor in Australia, but hotels are expensive and it takes 30 minutes or an hour to drive to ski resorts. Even if they had to pay for airfare, Niseko would be better value for money overall.
In 2000, Ben Carr, also from Australia, started a real estate business for foreign investors. That is how Niseko became what it is today. Niseko's appeal is not limited to its powder snow. In 1998, it was announced that Kutchan had been chosen as the route for the Hokkaido Shinkansen bullet train line. Cheap and vast land, powder snow, and the opening of the Shinkansen would have attracted real estate investment.
There was one reason why I was interested in Niseko. In the midst of the casino development story, there was an article about "that" Suncity's plans to develop a resort in Niseko. Suncity is an organization that is connected to the Triad and has made headlines in Australia as well. The existence of the Triad is threatening the very foundation of Palau's security.
As I watched the news, I learned that an extraordinary person was in Niseko. Michael Chen, who had a relationship with Suncity and Crown, an Australian casino company, is developing real estate in Niseko. I brought this to the attention of Yoshito Tanaka, a member of the Kutchan Town Council. Since then, I have been in close contact with Councilor Tanaka. Meeting Mr. Tanaka was the main purpose of my visit to Niseko.
