Possibility of Japan-Palau Free or Special Association agreement

I tried to explain to President of Palau in SIDS Samoa, how much Okinawa received from Japanese government.

Japan and Palau may have Free or something Special Association agreement and arrange subsidy. Palau should stop begging from the US. US may not be against this new arrangement with Japan, since US does not have intention to continue compact fund in the future.

The Okinawan Promotion Budget is subsidized from the National government to the Okinawa Prefecture and is 3billionUSD a year (3.5 billion USD in 2014, 3.8 billion USD in 2015) The Okinawa Prefecture Annual Budget is 7billion USD a year.

Plus there is a large budget through the US force from the Japanese National Government.

"Cost Sharing for the US Forces stationed in Japan" is about 2 billion USD a year, plus there are more related budget. In 2003 which is about 5 billion USD.

There are more special funds for Okinawa, which are subsidized by the Japanese Government. I assume AT LEAST Okinawa received 5-6 billion USD a year from the National Government.

Okinawa has a population of 1.5million. The official national government subsidy of 3 billion USD a year for this population amounts to 2,000USD per person per year. If 6 billion USD a year, 4,000 USD per person per year.

If this budget (3 billion USD) is applied to the FAS based on the number of population, then they can receive the following subsidy from the Japanese Government:

Palau (20k population) 40 million USD a year

FSM (100k population) 200 million USD a year

RMI (60k population) 120 million USD a year
