しかし、この便宜置籍船ビジネス始めたのは米軍なのだ。各国の軍艦の上限が決められた時、近くのパナマなどの商船を便宜置籍船として軍艦に転用したのが濫觴の一つ。ここは武城正長著『便宜置籍船と国家』（御茶の水書房、2013）に詳述されているがまだ読んでいない。
偶然見つけた資料は湾岸戦争の時にイギリス欧州が派遣した110隻が便宜置籍でバハマ、リベリア、バヌアツの旗の民間船。イギリスの旗で出動したのはたった５隻。
