【琉球大学国際沖縄研究所 公開シンポジウム「島と海」】
古来、島の人々は海を生活の場として活用し、広大な海洋を介して他国との交易を営んできました。国連海洋法条約の下で新たな島と海との関係を築く時代を迎えた現代の海洋ガバナンスについて、大国と島嶼、双方の立場から考えます。

Background and Aims:
Pacific Island Countries and territories obtained huge oceans to manage under the new regime of the Economic Exclusive Zone. In many cases the large areas are beyond the capacity of these nations and territories to manage and control. Under UNCLOS, small island countries were given sovereignty rights and jurisdictional rights of resources within its EEZ. At the same time UNCLOS requested that these small island countries were obligated to be responsible for the management and protection of the environment within their EEZ.
Before the enactment of the UNCLOS, the unique and traditional relationship between islands and oceans as part of islands culture and society have existed for millennia. For example, Okinawa has “Ino” - reef lagoon, which is part of people’s livelihood area. Also from a historical perspective, Okinawa developed as trade pivot among the surrounding Asian countries.
This project will look at and develop the future relationships between Islands and Oceans, through the study and discussions on the new order of Ocean Governance of Pacific Island Countries and territories under UNCLOS, as well as understanding the historical and traditional relationships between islands and oceans.
Purpose of this Symposium:
Issues between Ocean Governance and “Islands and Oceans” cover a number of themes. The purpose of this symposium is to seek themes in which University of the Ryukyus and possible stakeholders and partners should deal with in the future.
We understand that the Ocean governance of Pacific Island countries and territories cannot be managed from only an islands initiative, but also with the cooperation from developed countries and other similar island states and territories. As such, we will invite not only delegates from PICs, but also from Japan, US, and Australia whom have supported PICs. This will enable us to then discuss the issues of “Islands and Oceans” within the perspective of international relations, maritime security, geopolitics history and etc..
This symposium will be the first step in setting the agenda. Hopefully, these discussions will continue into the future as part of a project of University of the Ryukyus with respective partners and stakeholders.

【背景と目的】
太平洋島嶼国・地域は、新たな排他的経済水域体制の下、広大な海洋管理を任されている。多くの場合、その広大さはこれらの国々の管理・統制能力を超えている。「海洋法に関する国際連合条約(United Nations Convention on the Law of the Sea：UNCLOS)のもと、小島嶼国はEEZ内の資源管理に関する主権と司法権を与えられている。同時に、UNCLOSはこれらの小島嶼国にEEZ内の環境保護・管理に関する責任を負うことを義務づけている。UNCLOSが制定されるまで、数千年の間、島嶼と島嶼の文化や社会の一部をなす海洋の間には独特かつ伝統的な関係性があった。たとえば、沖縄には「イノー」と呼ばれるサンゴ礁湖があり、人々の生活圏の一部となっている。また、歴史的に見ても、沖縄は周辺アジア国との交易の中心として発展した。
本プロジェクト（本シンポジウム）は、島と海の間の歴史的・伝統的関係性と同時に、UNCLOSの下での太平洋島嶼国・地域の海洋ガバナンスの新秩序に関する研究や議論を通して、未来の島嶼と海洋との間の関係を検討し発展させようとするものである。
【シンポジウムの目的】
海洋ガバナンスと「島と海」に関わる課題は多岐にわたるテーマを包含する。本シンポジウムの目的は、琉球大学と連携機関・連携者あるいは連携の可能性のある機関等が将来的に取り組むべきテーマを抽出することにある。
太平洋島嶼国・地域の海洋ガバナンスは、島嶼のイニシアティブのみで実行eできるものではなく、先進国や他の同様な島嶼地域の協力が必要であることは自明である。したがって、太平洋島嶼国からのみならず、それらを支援してきた日本、米国、オーストラリアからの報告者も招聘する。そのことによって、国際関係、海洋安全保障、地政史学等の観点から「島と海」の課題について議論できる。
本シンポジウムはアジェンダ・セッティングの第一歩である。ここで展開される議論が琉球大学と連携各機関・連携者との将来的なプロジェクトにつながることを願う。
